What is coming in the months ahead? December 2012

The elections are now a month past and while Democrats continue to revel in the victories of 2012, we are now confronted with the so-called “fiscal cliff” negotiations. The recent tragedy in Newtown, Connecticut is sparking renewed debates on gun control that will resonate in future elections. We are anticipating appointments to the President’s cabinet that would create vacancies resulting in special elections. So indeed, there is no rest for the weary.

NEXT MEETING

As one election cycle ends another begins and work goes on. The mid-terms are a good two years away, but activities in the Democratic Party continue. The Framingham Democratic Town Committee (FDTC) has canceled its January 2013 meeting as it is holding a pre-inaugural celebration that same weekend on Saturday January 12th. This is expected to be a sold-out event and promises to be a wonderful night-out; see next paragraph for more.

The FDTC’s next meeting will be a short business meeting immediately following the Democratic Caucus on Sunday February 10, 2013.

VICTORY CELEBRATION

The Framingham DTC had been planning its annual holiday party for December but instead is now planning a victory party to celebrate the President’s re-election. This party will be on Saturday January 12, 2013; click here for details and how to purchase tickets.

SoU WATCH PARTY

For the past several years a group of Democrats and supporters have been holding watch parties when the President delivers the State of the Union address. One such gathering will likely be taking place in Natick; details on this will be made available later.

MINUTES — Sunday, December 9, 2012 at 7:00 p.m.

 

1.      Call to Order: Chair Tom Mahoney at 7:10 p.m.

 

2.      Attendance:  Members: Elsa Avisa, Carmen Chico, Jerry Desilets, Jack Duffy, Beverly Hugo, Michael Hugo, Lloyd Kaye, Caraline Levy, Tom Mahoney, Stephanie Mercandetti, Betty Muto, Ramuel Raagas, Joan Rastani, Norma Shulman, Cheryl Tully Stoll, Parwez Wahid, Chris Walsh, and Mel Warshaw.  Lifetime Members: None.  Associate Members: Christopher Broyles, Jeff Cox, Chris Lorant, and Pam Roberts.  Guests: Kate Donaghue, Marlene Marsh, Tom Sannicandro, Dhruba Sen, and Sheri L. Thomas.

 

3.      Minutes of November 11, 2012: Secretary Jack Duffy Tabled to next meeting, unanimously

 

4.      Treasurer’s Report: Treasurer Mel Warshaw                                      Approved unanimously

Initial balance of $2,230.35, increased by $40. in added dues, and $.22 in dividends, and decreased by $138.00 for reimbursement to Mel Warshaw for pizza at Coordinated Campaign party—yielding a $2,132.56 balance.  23 (of 35) Members, and 5 Associate Members, have paid 2012-13 dues.  Mel initiated discussion of issue of people who do not pay dues, and/or attend meetings.  Committee unanimously approved motion to have Secretary maintain an attendance spreadsheet.

 

5.      Report from the Hill: Rep. Chris Walsh gave a report, including Gov. Patrick’s projections; the budget cuts and the rainy-day fund that the new legislature will consider in January; salary funding for lower-paid employees; no Chapter 70 cuts; and he recommended holding letters until new legislation is filed.  On federal health care impacts and cuts, he felt letters would be helpful now.

 

6.      Policy Subcommittee: Mel Warshaw initiated a discussion of proposals for filing bills with the legislature by the 1/15/13 deadline, and asked that recommendations be made to him—and Beverly Hugo discussed the minutes of the first subcommittee meeting, and Michael Hugo, the second (both indicating extensive deliberations).  After extensive, lively discussions (including Mel, Jeff Cox, Joan Rastani, and Cheryl Tully Stoll), two motions were passed: (1) “Moved: that the full Framingham Democratic Town Committee authorize the Policy Subcommittee to write bills on behalf of the full committee, provided the concepts are approved by the full committee tonight” [12-1 with 5 abstentions], and (2) “Moved: to authorize the Policy Subcommittee to draft legislation only to focus on elections and voting procedures at this time” [9-7 with 1 abstention].

 

7.      Pre-Inaugural Celebration & Democratic Victory Party: Beverly Hugo delineated the party subcommittee’s research and discussions of the complex options (including estimates of costs and revenues, bar, caterers, entertainment, police, asking office holders to attend and/or buy tickets or tables, auction, other promotional ideas, $25 ticket price X 200 tickets available = $5,000 potential revenue), and concluded the party should be held Saturday, 1/12/13, from 7 to 11:30 p.m. at Levi Hall at Temple Beth Am.  The Committee voted 15-2 to honor Norma Shulman as “Volunteer of the Year”, 14-1 to have party volunteers, and 9-0 to authorize the Treasurer to make necessary disbursements.

 

8.      Caucuses: Parwez Wahid recommended the Committee commit to the date of Sunday, 2/10/13 for the 2013 Democratic Caucus (to elect Framingham delegates for the Democratic State Convention in early June), as this date falls within the caucus window (2/8 – 3/3) set by the Mass. Democratic Party (accepted—1 p.m. registration, 2 p.m. call-to-order).  Parwez will conduct Caucus Training from 10 a.m. to 12 noon on Saturday, 1/12/13 in the Costin Room of the Library.  To run for delegate, one must be a registered Democrat by 12/31/13.  The Caucus planning team consists of Beverly Hugo, Tom Mahoney, Norma Shulman, ParwezWahid, and Mel Warshaw.

 

9.      Announcements: Discussed were voting concerns with the Secretary of State, Paul Yorkus’ bus trip to Washington, D.C., and charitable wrapped gifts (hats, gloves, used coats, and socks) at the Police Station.

 

10.  Next regular meeting: Tom Mahoney set an FDTC business meeting after the Caucuses on Sunday, 2/10/13.  At that time, the Committee will take up filling vacancies for Secretary and for Affirmative Action & Outreach Advisor.

1.      Call to Order: Chair Tom Mahoney at 7:00 p.m.

4.      Treasurer’s Report: Treasurer Mel Warshaw                Approved unanimously, as amended

Initial balance of $3,076.38, increased by $40. in added dues, $120. in added Cookbook donations, $163. in income from auction, and $.22 in dividends, and decreased by $506.25 for Obama signs & buttons, and $663. for Committee to Elect Tom Sannicandro—yielding a $2,230.35 balance.  19 (of 35) Members, and 5 Associate Members, have paid 2012-13 dues.

 

5.      Charter Commission: Dennis Cardiff and John Stefanini made a presentation and led a discussion of the purposes of a proposed Charter Commission to discuss changes in the  government of Framingham, and of the process—which would involve outreach beyond the organizing group, collecting signatures, and a town-wide vote on members.

 

6.      National and local elections: Norma Shulman and Kate Donaghue led a discussion of the successful elections of President Obama, U.S. Senator-elect Elizabeth Warren (8 point margin), and other Democratic additions in the U.S. Senate and House, state legislature, etc.  Our volunteers and contributions helped engineer an amazing turnout in Framingham of over 27,000, with landslide margins for Elizabeth Warren and our Rep. Tom Sannicandro.  We need to raise money for a coordinated campaign for a new Senator should John Kerry join the Obama cabinet.  Kate said that it is anticipated that the caucuses window will be 2/8 to 3/3/13 [Democrats must register by 12/31/12], that the Democratic Party is considering targeting early voting and same day registration, and that people could advocate for issues through the platform process and Platform Committee hearings.

 

7.      Victory Party: The group discussed and agreed with a suggestion by Cheryl Tully Stoll that on 12/9/12, the date we had set for our traditional holiday party, we have a business meeting to plan a Victory Party on 1/12, at which we can charge $20 to replenish our coffers for coming campaigns (including maybe another battle against Scott Brown for Kerry’s seat).

 

8.      Policy Subcommittee: The formation of the subcommittee, which will discuss and recommend legislative proposals and positions on issues, was approved unanimously.  The following volunteered for the subcommittee: Jerry Desilets, Jack Duffy, Beverly Hugo, Michael Hugo, Lloyd Kaye, Joan Rastani, John Stefanini, and Mel Warshaw.

 

9.      Report from the Hill: Rep. Tom Sannicandro thanked the FDTC for its financial and volunteers support, resulting in much higher turnout here, only 20% voting Republican (compared to 35% usually), and in Precinct 17, 81% of registered voters voted (almost all for Tom).  He said we made a big difference, and can move legislation (and reach the legislature in a day).

 

10.  Announcements: Joan Rastani: A card is being passed around concerning the passing away of the mother of Terene, and the grandmother of Sarah, Micchiche.  Tom Mahoney: next regular meeting: Sunday, December 9, 2012 at 7:00 p.m. at Framingham Green, 136 Maynard Road.
